Fix using Binutils AR with TEMPFILE on Windows
Set `TEMPFILEARGESCFUNC`[1] to replace backslashes with forward slashes in paths. [1]: https://scons.org/doc/production/HTML/scons-user/apa.html#cv-TEMPFILEARGESCFUNC
