Windows: Drop support for obsolete MinGW 

The version we support is MinGW-w64: https://sourceforge.net/p/mingw-w64
The old original MinGW from which it was forked (https://sourceforge.net/projects/mingw),
is no longer maintained and useless for us.

Fixes #10396.
