Fix physics passive hovering for some cases

When the parent `SubViewportContainer` ignores mouse with
`MOUSE_FILTER_IGNORE` and also when the mouse is over a `Control`-node,
then the `SubViewport` shouldn't create mouse-move-events for passive
hovering.
