Godot3 exporter: Convert engine.cfg properly

Use a map to keep track of renamings as done for other properties.
The saving is a bit hackish, there might be simpler solutions.

Refactoring: rename tools/editor/ to editor/
...
The other subfolders of tools/ had already been moved to either
editor/, misc/ or thirdparty/, so the hiding the editor code that
deep was no longer meaningful.
