Initialize View Frame Time estimates to match 120 FPS

This prevents the estimation from being extremely high (close to 100,000 FPS)
until enough time has passed to display an accurate estimation.

Add RENDERING_INFO parameters to GL Compatibility renderer

This also fixes RENDERING_INFO_TOTAL_PRIMITIVES_IN_FRAME for the RD renderers as it was incorrectly reporting vertex/index count at times
This also adds memory tracking to textures and buffers to catch memory leaks.
This also cleans up some memory leaks that the new system caught.

- `!tree` is always false, because it is checked a few lines above
CurveEdit:
- grabbing != GRAB_NONE is redundant
GradientTexture2DEdit:
- grabbed != HANDLE_FROM is redundant
- grabbed != HANDLE_TO is redundant
Viewport:
- index is not used afterwards
- In these cases `gui.mouse_focus` is always valid. Move check to a DEV_ASSERT
- simplify `stopped` calculation
