Theme Editor: fix leading styleboxes / main styles

Recent changes in Godot cause the theme editor to become hidden when
editing a child resource. This causes a crash when editing style box
resources marked as "main styles" (= leading styleboxes in the code), as
they try to reference the currently edited theme.
This commit works around the issue by permitting the Theme Editor to
keep a reference to the most recently edited Theme. Furthermore, it adds
an assertion to avoid a similar crash in the future.
Long-term, the workaround should probably be removed when the theme editor
is fixed to remain visible while editing child resources, but I'd keep
the assertion.

Disable local space for blender transforms.
...
Having local_space enabled when starting a transform changed the
behavior of VIEW space transforms. Now we disable local_space when
starting a blender transform (there was already logic to restore the
setting after the transform ends).
This also hides the gizmo while performing a blender transform,
otherwise the user will see it snap back and forth between the local and
global alignment. I think the transform looks cleaner with the gizmo
hidden anyways.
Fixes #59392 .

Removed unused property hints and Object::get_translatable_strings()

* Remove unused `EditorPropertyMember` and related hints, previouly used by
VisualScript. Such logic should be implemented in the VS module itself.
* As the above broke compatibility with the VS module, clean up the other
hacks that were still in core in support of VisualScript.
* `PROPERTY_USAGE_INTERNATIONALIZED` was only used in Object's
`get_translatable_strings()`, which is a legacy function not used anywhere.
So both are removed.
* Reordered some usage flags after the above removal to minimize the diff.
* General clean up.
Fixes #30203 .

* All core types masks are now correctly marked as bitfields.
* The enum hacks in MouseButtonMask and many other types are gone. This ensures that binders to other languages non C++ can actually implement type safe bitmasks.
* Most bitmask operations replaced by functions in BitField<>
* Key is still a problem because its enum and mask at the same time. While it kind of works in C++, this most likely can't be implemented safely in other languages and will have to be changed at some point. Mostly left as-is.
* Documentation and API dump updated to reflect bitfields in core types.

Tweak text color for disabled preprocessor branches in the shader editor

This makes text within disabled branches easier to distinguish from comments
when using a non-default editor syntax theme.
(The default editor syntax theme uses the same color as the text with 50%
opacity for comments, which means it looks the exact same.)

One Copyright Update to rule them all

As many open source projects have started doing it, we're removing the
current year from the copyright notice, so that we don't need to bump
it every year.
It seems like only the first year of publication is technically
relevant for copyright notices, and even that seems to be something
that many companies stopped listing altogether (in a version controlled
codebase, the commits are a much better source of date of publication
than a hardcoded copyright statement).
We also now list Godot Engine contributors first as we're collectively
the current maintainers of the project, and we clarify that the
"exclusive" copyright of the co-founders covers the timespan before
opensourcing (their further contributions are included as part of Godot
Engine contributors).
Also fixed "cf." Frenchism - it's meant as "refer to / see".

get_cursor_shape() is used in cases where a Control displays different cursors in different areas.
There is no need to set the default cursor shape on every mouse move event.
Was part of the reason for #58960 .

Make `TileMapEditorTerrainsPlugin::edit` logic analogous to
`TileMapEditorTilesPlugin::edit`, in that the selection is only
cleared when switching to another tilemap.

Add support for svg images in the asset lib.

Pixel based image formats are identified by magic numbers. This is not possible with svg therefore svg parsing is tried and if it succeeded the result is used.
WebP and bmp support is added as well. But I could not test it as I am not able to run a local instance of the asset lib and there is no asset using those formats.

Adds a toggle button to the state machine editor for whether new transitions
